Why the provinces matter more than your score

The most recent Provincial Nominee round, on 17 August 2026, cut off at 760. That number looks impossible until you know why it is so high: almost everyone in it is already carrying a nomination, and a nomination adds 600 points on its own. Someone sitting at 450 becomes 1,050 the day their province says yes.

That is the whole point of this page. Federal rounds reward people who are already young, already fluent and already educated. Provincial nominee programs reward people who are useful where they already live — the cook in Saskatchewan, the PSW in Nova Scotia, the welder in Manitoba. If you are on a work permit or a PGWP and your score is stuck, the provinces are almost always the shorter road.

Every provincial nominee program, in one place

Eleven provinces and territories run their own nominee programs, and each one is written around a different labour shortage. The checker above tests your profile against all of them at once. Here is what each is known for — and each name links to a fuller page on that province's streams.

Ontario — OINP rebuilt

Ontario closed all eight of its older streams on 26 June 2026 and replaced them with a single Ontario Workforce Priority stream, whose EOI portal reopened on 4 August 2026. It has three pathways: skilled workers in TEER 0–3, essential workers in TEER 4–5, and self-employed physicians. Everything except the physician route needs a full-time permanent Ontario job offer, and the employer registers first. Ontario is now one of the few provinces that will nominate TEER 4 and 5 workers at all.

British Columbia — BC PNP

Almost everything in BC runs through an employer. Skills Immigration uses a points-based registration system, and the Health Authority stream is the fastest route for anyone with an offer from a public health authority.

Alberta — AAIP

The Alberta Opportunity Stream is built for people already working in Alberta on a permit. The Express Entry stream picks from the federal pool and favours applicants with an existing Alberta connection.

Saskatchewan — SINP no offer needed

One of the few provinces that still nominates without a job offer. Both the Express Entry and Occupations In-Demand categories work off an in-demand occupation list and a published 110-point grid, and this tool scores you against that grid.

Manitoba — MPNP

Manitoba wants to see a connection: family in the province, past study there, or previous work. The International Education Stream is aimed squarely at Manitoba graduates.

Nova Scotia — NSNP

Labour Market Priorities issues letters of interest without a job offer, usually targeted at specific occupations. The Experience stream rewards one year of skilled work already done in the province.

Quebec — separate system

Quebec does not run a nominee program. It selects its own economic immigrants through the Programme de sélection des travailleurs qualifiés, with its own points grid and a strong emphasis on French. This checker does not cover it.

Questions people actually ask

How many CRS points is a provincial nomination worth?

600. It is added on top of everything else, and no general Express Entry round has ever been issued anywhere near that level, so a nomination is effectively an invitation. Someone at 450 becomes 1,050. That is why a low CRS score is not the blocker people assume it is — the question is which province will nominate you, not how many points you can squeeze out of a language test.

Can I get a provincial nomination without a job offer?

Yes, a few still do not need one. Saskatchewan's International Skilled Worker categories and Nova Scotia's Labour Market Priorities have both selected candidates without an employer offer. Ontario used to be the best-known no-offer route, but it replaced all its streams in June 2026 with a single employer-driven stream, so an Ontario job offer is now required unless you are a self-employed physician. Most other streams, including those in Alberta, Manitoba, New Brunswick and the territories, require an offer from an employer in that province.

What CRS score do I need for a provincial nomination?

It depends on the stream. Express Entry linked streams have historically notified candidates sitting in the 400s, while base streams outside Express Entry do not use CRS at all and score you on their own grid. The nomination itself adds 600 points, which in practice guarantees an invitation in a general round.

Does a job offer still give CRS points in 2026?

No. IRCC removed arranged employment points from the Comprehensive Ranking System on 25 March 2025, so an offer no longer adds 50 or 200 points federally. It still matters a great deal provincially, because many nominee streams require one to be eligible at all.

Can I apply to more than one province at the same time?

Most provinces allow only one application under assessment at a time and ask you to declare an intention to settle there. Rules differ by province and stream, so confirm on the official provincial page before submitting anywhere.

My work permit expires soon. What are my options?

Options commonly include extending or changing your existing permit before it expires, a bridging open work permit once your PR application is in progress and eligible, or restoration of status within 90 days if it has already expired. Timelines are strict — speak to a licensed consultant or lawyer well before the expiry date rather than after it.

Do I need an Express Entry profile for a PNP?

Only for enhanced streams, which are the ones linked to Express Entry and which carry the 600 point bonus. Base streams such as Saskatchewan's Occupations In-Demand category and Manitoba's Skilled Worker in Manitoba stream accept applications directly and lead to a paper based PR application.

Which province is easiest to get PR in?

There is no single easiest province, because each selects for what its own labour market is short of. Prince Edward Island, Newfoundland and Labrador, Yukon and the Northwest Territories receive far fewer applications; British Columbia is among the most competitive, and Ontario now runs a single employer-driven stream, so it is effectively closed to anyone without a job offer there. The stream that fits your occupation, language level and existing ties will always beat the one with the lowest published cut-off.

How long does a nomination take?

Provincial processing commonly runs from a few weeks to several months depending on the province and stream, and that is before the federal stage. Express Entry linked applications are typically faster federally than base stream paper applications. Check the current service standard on the province's own website.

Is this tool free, and who is behind it?

It is free and there is no signup. hloo is a small independent operation based in Ottawa — not a licensed immigration consultancy. We publish information and point you at the official source for every stream. Anything you actually file should be reviewed by a licensed RCIC or an immigration lawyer.
