Newfoundland and Labrador receives a fraction of the applications the big provinces do, and it is openly trying to grow its population. If you have a job offer in the province, this is one of the least crowded rooms in Canadian immigration.
The Express Entry Skilled Worker route needs both an offer in the province and an active Express Entry profile, and it carries the full 600-point nomination bonus.
The International Graduate stream is for people who finished a Canadian credential, hold a post-graduation work permit, and have an offer from an employer in the province. Graduates of Memorial University are the obvious audience, but a credential from anywhere in Canada counts.
