Saskatchewan is the province people mean when they say a nomination without a job offer is still possible. Both International Skilled Worker categories — Express Entry and Occupations In-Demand — work off an in-demand occupation list and a published 110-point grid, and neither requires an employer to sign anything.

You need 60 of 110 points to be eligible, but 60 is a floor, not a target: Saskatchewan invites from the top down, so what matters is where you sit relative to everyone else in that draw.
